Town of Blooming Grove

This request for Proposals (“RFP”) is issued by the Town of Blooming Grove (“Town”) to determine the eligibility of experienced Engineers to provide services for the Town of Blooming Grove for this service.   The purpose of this RFP is to establish the identity of individuals and organizations that are qualified for this service.  The Town desires professional Engineering services to assist the Town Board in addressing infrastructure questions from residents; interact between the Town Supervisor and various departments regarding sewer, water, drainage, highways etc.

The Town, as a municipal entity, has many requirements for engineering services and only the most qualified professionals who provide the most effective and economical services will be selected.


Typical responsibilities of the Town Engineer will include:

Provide advice and recommendations with respect to engineering issues relative to roadways, bridges, culverts and drainage and prepare grant applications for highway and infrastructure projects.  Assist Building Department with building and field inspections, technical building plans for commercial buildings, residential structures, retaining walls, and other engineering structures. Review and make recommendations for septic system and well permits. 

Provide oversight and recommendations to the town’s water and sewer contractors.  Provide engineering assistance for everyday operation of maintenance of sewer plants, water plants and well water supplies for each district.  Prepare monthly and annual reports prepared by water and sewer operators for submittal to NSDEC and NYS Health Department.  Prepare recommendations to Town Board for Capital Improvements to water and sewer districts.  Prepare plans, specifications and contract documents for bidding for construction for water and sewer systems improvements annually.  Provide construction administrative services for construction projects, assist with monthly water and sewer committee meetings, grant applications for funding of capital improvements and provide technical consultation to town departments to assist in construction of in-house projects.  Prepare annual bid specifications for materials and supplies

Provide construction oversight of new subdivision infrastructure being offered for town dedication – costs to be paid out of escrow posted by the developer.  Field review storm water management and soil erosion and sedimentation control practices on larger development projects to assure compliance with DYSDEC requirements - costs

Desired Qualifications of the sole practitioner and/or firm:

A thorough understanding of the requirements of municipal government in New York as it relates to water and sewer infrastructure. 

Consideration for Proposals:

All Respondents must submit a detailed statement of the services to be performed and the costs and fees anticipated to be incurred.  Proposals may include a monthly retainer and hourly rate, or a monthly retainer against which the hourly rate will be billed.  The hourly rate may be a blended rate or separate hourly fees for specific services.

Application Submission:

All applications become the property of the Town.  Submissions will be promptly reviewed by the Town.  Interviews and/or additional information may be requested by the Town.   Sealed proposals must be signed and received on or before 12 noon, October 5, 2017 and addressed to Darlena Decker, Town Clerk, Town of Blooming Grove, PO Box 358, Blooming Grove, NY 10914.  Contact number: 845-496-3895.

The Blooming Grove Town Board reserves the right to reject any and all proposals or any portion thereof that it feels are not in the best interest of the Town and to negotiate with any one or more of the responding firms.
