NOTICE TO BIDDERS
Sealed bids for the furnishing of all labor and material necessary for Contract No. 1 – Water District #3 - Tomahawk Lake Wellhouse Replacement Project will be received by the Town Clerk of the Town of Blooming Grove at Town Hall located at 6 Horton Road & Route 94, PO BOX 358, Blooming Grove, NY 10914 until 11:00 am local time on April 6, 2017 at which time and place they will be publicly opened and read aloud.
Bids will be received for the following single prime lump sum Contract:
Contract No. 1 – General Construction, Water District #3 Tomahawk Lake Wellhouse Replacement Project: The project consists of the demolition of the existing wellhouse and appurtenances and construction of a new wellhouse, booster pump system, connection of two wells, standby generator, propane tank and miscellaneous site improvements.
Contract Documents, including Advertisement For Bids, Information For Bidders, Labor and Employment, Additional Instructions, Bid Documents, Agreement, General Conditions, General Requirements, Specifications, Contract Drawings and any Addenda, may be examined at no expense at the office of the Engineer: Barton & Loguidice, D.P.C., 637 Broadway, Suite 2B, Newburgh, New York 12550, or at the Office of the Town Clerk, Blooming Grove Town Hall, 6 Horton Road, Blooming Grove, NY 10914 during normal business hours.
Complete digital sets of Bidding Documents, drawings and specifications, may be obtained online as a download at the following website: www.bartonandloguidiceplanroom.com under 'public projects’ for a non refundable fee of $49.00 (Forty Nine Dollars). Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Complete sets of Hard Copy Bidding Documents, Drawings and Specifications, may be obtained from REV, 330 Route 17A, Suite #2, Goshen, New York 10924 Tel: 1-877-272-0216, upon depositing the sum of $100 (One Hundred Dollars) for each combined set of documents. Checks shall be made payable to the Town of Blooming Grove. Plan deposit is refundable in accordance with the terms in the Instructions to Bidders to all submitting bids.
CASH DEPOSITS WILL NOT BE ACCEPTED. ALL HANDLING COSTS (MAIL, DELIVERY SERVICES, ETC.) SHALL BE THE RESPONSIBILITY OF THE BIDDER.
Please note REV (www.bartonandloguidiceplanroom.com) is the designated location and means for distributing and obtaining all bid package information. Only those Contract Documents obtained in this manner will enable a prospective bidder to be identified as an official plan holder of record. The Provider takes no responsibility for the completeness of Contract Documents obtained from other sources. Contract Documents obtained from other sources may not be accurate or may not contain addenda that may have been issued
A pre-bid conference will be held at 10:00 AM local time on March 21, 2017 at the Tomahawk Lake Wellsite located along Shore Drive, Blooming Grove, NY. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
All bid addenda will be transmitted to registered plan holders via email and will be available at www.bartonandloguidiceplanroom.com. Plan holders who have paid for hard copies of the bid documents will need to make the determination if hard copies of the addenda are required for their use, and coordinate directly with REV for hard copies of addenda to be issued. There will be no charge for registered plan holders to obtain hard copies of the bid addenda.
Each bid must be accompanied by security in an amount not less than five percentum (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw his bid within forty-five (45) days after the actual date of opening thereof.
This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the Town of Blooming Grove prior to incorporation into the work of the Contract.
The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract.
The Town reserves the right to waive any informalities in the Bid and to reject any or all Bids.
